REFUSAL TO CLASSIFY FULANI MILITIA AS TERRORISTS IS A DISSERVICE TO NIGERIA-: SAYS HURIWA

“That armed Fulani militia continue to decimate and degrade operatives of the Armed Forces of Nigeria and President Muhammadu Buhari continues to delay the classification of these mass murderers as terrorists is a grave disservice to the Federal Republic of Nigeria and amounts to a violation of the countrr terrorism law because it portrays the Federal government of President Buhari as a sponsor of terrorists and a terrorism sympathiser”. 

With the above citation the prominent Civil Rights Advocacy Group-: HUMAN RIGHTS WRITERS ASSOCIATION OF NIGERIA (HURIWA) has once again condemned the tolerable tendency of the Federal government towards the daredevil mass killings of armed Fulani bandits who are yet to classify as terrorists and who have continued to unleashed violence in Zango Kataf Southern Kaduna State and most parts of North West including Zamfara where I the last few days, scores of armed security operatives and soldiers have been slaughtered hy the armed bandits.

“HURIWA is shocked that the soldiers were killed while trying to repel the attack of armed Fulani attackers in Zamfara State and some villages in the Christian dominated Southern Kaduna were attacked and many villagers killed but the government is still pampering these terrorists. The bandits were said to have abducted many motorists and carted away guns and ammunitions of the soldiers.  A resident, Abubakar Bala Tsafe, confirmed the attack  “I heard that they blocked the Wanzamai – Kucheri road and they killed soldiers. The attack took place around 2:45 p.m. and they (bandits) were said to have closed down the road to ensure that security personnel did not come to the rescue of the motorists or villagers being attacked.”

HURIWA is convinced that the failure of President Muhammadu Buhari’s administration to classify the North Western armed Fulani bandits as terrorists even when they have shot down a military jet and have continued to kill off operatives of the Nigeria Police and Nigeria Army amounts to being SYMPATHETIC TO TERRORISTS.  

” For the avoidance of doubts, terrorism is the unlawful use of force or violence against persons or property to intimidate or coerce a government or its citizens to further certain political or social objectives.

CAUSES OF TERRORISM. Thus, the causes of terrorism suggested include “poverty,” “inequality,” “globalization,” “technology,” “energy,” “oil,” “Islam,” “Islamic fundamentalism,” and “psychopathy,” among others. There are also widespread challenges to each of these causes on both scientific and ideological grounds.

Nigeria is no stranger to the activities of terrorists, and in particular, Boko-Haram. … Nigeria has a national legislation against terrorism, Terrorism (Prevention) (Amendment) Act 2013, which provides measures for the prevention, prohibition and combating of acts of terrorism, and the financing of terrorism.”

HURIWA says ignoring persistent call by Nigerians on government  to classify armed bandits as terrorists is itself a crime of terrorism. Declaration of Fulani militia members as terrorists will allow the judicial system to be employed to deal decisively with them. This is because the

Federal terrorism penalties can include a death sentence even where a state has banned the death penalty. Even if no one is harmed or killed, an individual can face a long prison sentence. A conviction for providing material support or resources to a terrorist organization can result in imprisonment for 20 years.”

“As stated above the penalties can range from a 20-year jail term to death sentences depending on the severity of cases. The Act also facilitates help from foreign governments by way of mutual assistance, information sharing, and extradition with regard to that.

According to Federal High Court Practice Direction it is only the High Court that has the exclusive Jurisdiction on Matters on Terrorism. Laws guiding Terrorism in Nigeria. 

-Terrorism prevention Act ( TPA)2011.

-Terrorism prevention  (Amendment )Act 2013.

-Criminal code ( in the south ) Cap 38.

-Penal code ( in the North )Cap 89.

-Administration of criminal justice Act 2015.

THE POSITION OF LAW ON THE GOVERNMENT OBLIGATIONS TO COMBAT TERRORIST. 

The Terrorism Prevention Act 2011 and 2013  as amended  provides for the prevention and combating of Acts of terrorism and the finacing of terrorism in Nigeria.All states have obligation to prosecute  any individual alleged to have committed  Terrorism crimes and  extradicte The suspect to a third state for prosecution,just like in the extradition of Amino Sadiq Ogwuche from Sudan to Nigeria in 2014 to face terms charges In Abuja relating to the bomb attack on Nyanya bus terminal, Abuja in 2014 is an example of the obligations to prosecute or extradite. 

The ground against terrorism in Nigeria ;

The constitution,  court system and anti – terriorism laws. 

LAW AND CASES  AGAINST SUPPORT TO TERRIORISM. According to Section 15(1-3) of ECONOMIC AND FINACIAL CRIME COMMISSION  (established ) Act 2004.

(1) – A person who wilfully provides or collects by any means directly or indirectly  any money by any other person with intent that the money shall be used for any act of Terriorism commits an Offence under this act and shall be liable on conviction to imprisonment for life.

(2)- Any person who commits or attempt to commits a terrorist act ,commits an Offence under this act and liable on conviction to imprisonment for life.

(3)- Any person who makes funds,finacial assets or economic resources or finacial or other related services available for use of any other person to commit or attempt to commit,facilitie or participate in the commission of a terriorist act is liable on conviction to imprisonment for life. 

In the Federal Republic of Nigeria Vs Sauaibu Abubakar,Salisu Ahmed,Umar Babangida ,Mohammed  Ali,Musa Adam and Umar Ibrahim, the accused were charged under section 15 (2).of the Economic and finacial crime commission.”

Was up all night watching a scary movie, Edna my roomie was already out… her boyfriend’s, she would be spending the night. I was alone..

Now I’m not one to scare easy so watching horror movies alone  had no creep effect on me. I am not a spiritual person, I don’t believe in superstition or supernaturals, however, I do find such movies quite interesting.

The movie ended at around 2am, past mid night, going morning. I turned off my system and tucked myself in my blanket as scenes from the movie played in my head repeatedly. The fact that they even claimed it was from actual life events made me chuckle a bit and I unconsciously, reluctantly called out the demons name just as they did in the movie Alastor, Alastor!

Few seconds later i felt warm breath in my left ear. It smelled like rot from a sea of corpses. It didn’t make any sense because I was the only person in the house, I gently pushed my finger into my left ear and lightly itched it and then smelled my armpits since I hadn’t really taken a bath that day, I did smell just not like rot…

I ignored and went straight to bed but a disturbing feeling woke me, a twitching on my left foot… It felt like something wet was rubbing under my foot, I quickly reached for my phone, turned the torch on and flashed towards my feet… I saw something, I don’t know what it was. Blind with no eye balls yet it stared directly at me, It had its wet creeping tongue under my foot but i hurriedly pulled my feet from it and it disappeared,

Quickly, off the bed I jumped and turned the lights on, hoping to get some comfort but there it was… Standing right in front of me, with eyes black as the darkness it hailed from. I could see a thousand deaths in it’s gaze. No more than 2inchs away from mine, I could feel it’s thick cold breath against my lips, breath that smelled like death…

It had weird markings on its face, markings that looked like they were carved with a hot iron….  Wait, This creature looked familiar, like I’ve seen it somewhere, the movie I watched earlier.. at this point I was shaking, my feet trembling as sweat rolled down my body like rain drops. Still in shiver I called her name “A…Al…Alastor” She screamed loudly, so loud it could ruin any eardrum, her mouth was wide and wild, she could swallow me in an instant…

At this point I woke up. Breathing heavily…sweat emitted from my body..  It was a dream. Thank God it was only a dream. I said to my self still shaking. “Beep Beep” my heart almost flew from my chest, I grasped my chest breathing twice as fast as I was “chill out girl it’s just your phone” I said to myself,

I took my phone and checked … it was a message from an unknown number “You have summoned me here and now I shall dwell in you till the end of time.”
I immediately started to feel this burn in my left arm… I could smell my burning skin as letters started to appear one by one till they spelt her name  A_L_A_S_T_O_R

PDP chieftain urges IPOB to stop violent campaign in South East

Alhaji Lawal Usman,  a  Chieftain of the Peoples Democratic Party (PDP) in Kaduna State,  has advised the Indigenous People of Biafra (IPOB) to stop its  current violent  campaign in the South East.

Usman,  popularly called ‘Mr LA’ told the News Agency of Nigeria (NAN) on Sunday in Zaria that the campaign lacked support from the leaders of the South East.

He also faulted the group’s threats to break away from Nigeria, saying it was not real.

“We have Igbo people living and doing business in all parts of the country,  are you saying that this people are ready to fold their businesses and fortunes and just go back empty handed from Nigeria.

“The  whole thing about IPOB is a great joke, they just want attention from the Federal Government.

“I don’t take them seriously, left to me, they won’t last more than one week, especially if the government is serious about them.

“There are great people in South East who believe in oneness of Nigeria, I think that IPOB is made up of some trouble makers, making noise trying to seek government attention,” Usman said.

He said that the group had no knowledge of Nigeria’s politics.

“They are young men who have no knowledge of the  country’s  history, especially the Civil War, I think they needed to be educated on the history of the country, because they are acting blindly.

“They are also seeking for foreign funding from enemies of Nigeria who do not wish the country well,” he said.

Usman said that Igbo business men were scattered across the country,  doing legitimate businesses and  ownership property.

“There are Igbo businessmen and women in Kano for example doing business and living peacefully for years and they are not talking of Biafra.

“There are Igbo businessmen in Abuja,  in Yola,  Kaduna, Sokoto and all-over the North owning property and living like Kings in the areas,  they are not  talking of Biafra.

“The Anambra election was also held peacefully where people voted for their choice candidates, without thinking of Biafra, ” he said.

Usman advised IPOB to channel it grievances through the South East representatives at the  National Assembly rather than engage in violent campaign without results.

Your allegation of terrorism sponsorship a disgusting distraction – FG replies GATE

The Federal Government has described the allegation byGlobal Advocates for Terrorism Eradication (GATE) that its officials are sponsors of terrorism, as a disgusting distraction.

This is contained in a statement on Sunday by the Minister of Minister of Information and Culture, Alhaji Lai Mohammed.Mohammed said that the allegation by the U.S-based non-profit organiation,  was orchestrated by those seeking to weaken the ongoing massive onslaught against terrorists and bandits in the country.

He said the so-called GATE “is a pesky irritant that should beignored, especially because it is as confused as it is irresponsible”

“This organisation called GATE is not even worth the ink with which its name is written.

“How can a serious organisation accuse agovernment that is tackling the twin evil of terrorism and banditry with uncommon determination of sponsoring terrorism?”

“Is it not curious that this organisation has chosen this particular time, when terrorists are either surrendering in droves or running helter-skelter, as a result of a renewed offensive against them by the military, to orchestrate a distraction?

“What could be GATE’s motive if not to weaken the fight against terror and banditry?”

“GATE and its sponsors should be thoroughly ashamed of themselves and should quit trying to distract our gallant troops who are doing everything possible, including making the supreme sacrifice, to keep our country safe,” the minister said.

Mohammed said the fact that GATE, in making its absurd allegation, relied on the words of a thoroughly-discredited, fake-news-peddling former Nigerian Navy intelligence officer has shown the hollowness of its allegation.

“In the fight against terrorism, Nigeria has availed itself creditably by tackling home-grown terrorists with links to globalterrorist organizations.

“We make bold to say that no administration in Nigeria has risen to the challenge of terrorism like the Buhari Administration has done.

“The acquisition of a myriad of platforms, the boost to the morale of our fighting forces and the leadership provided by President Muhammadu Buhari have combined to put our gallant troops in good stead.

“These have also helped the troops to frontally confront and put on the run the terrorists.

“Fittingly, Nigeria’s efforts at tackling terrorism have been hailed globally.

“What our gallant men and women need at this time is the support, encouragement and prayers of all, not the distracting antics of a relevance-seeking, feckless organisation masquerading as a terrorism eradication advocate,” he said.

Gunmen kill 4 mourners in Benue – Police

The Benue Police Command said gunmen attacked and killed four mourners and injured one at Imande Abur village, Mbategh ward of the Logo Local Government Area of the State.

This is contained in a press statement on Sunday, signed by the Police Public Relations Officer (PPRO), DSP Catherine Anene, and made available to the News Agency of Nigeria (NAN) in Makurdi.

According to the statement, three gunmen attacked the mourners on Saturday at a wake “and shot sporadically at mourners who were assembled at a funeral ceremony.”

“Police teams within the area swiftly moved to the area but the suspects took to their heels on sighting the police.

“Five persons sustained gunshot injuries and were rushed to hospital for treatment but unfortunately four of them lost their lives while receiving treatment.”

The Command further commiserated with families of the victims and assured that justice would definitely be served as detectives are already on the trail of the suspects.

Brig Gen, others killed in ISWAP attack on Borno military base

A Brigadier General of the Nigerian Army has been killed in an ambush by terrorists of the Islamic State of West Africa Province in Borno State.

ISWAP had attacked troops at a military base in Askira/Uba Local Government Area of Borno State on Saturday morning according to reports.

Four other soldiers were reportedly killed in the incident at Bulguma, a few kilometres from Askira town in Askira/Uba LGA.

Troops of the 28 Task Force Brigade, Chibok, had mobilised to provide reinforcement to the troops under attack in Askira, Daily Trust reports.

Some civilians in the area had claimed to have seen the terrorists in a convoy of gun trucks along the Ngude axis towards Askira in the early hours of Saturday.

Daily Trust also reports that the civilians claimed to have reported the sighting of the terrorists to security forces, however, there was no action taken to stop ISWAP from attacking Askira town.

Meanwhile, at least three Nigerian soldiers have reportedly been killed after jihadists ambushed a convoy in Yobe state.

According to reports, the jihadists rained heavy gunfire on the convoy in an ambush on Friday afternoon at Tamsu Kawu village along the 120-kilometre highway linking Maiduguri and Yobe state capital Damaturu.

Terrorists Kill Three, Injure ‘Many’ in Niger Community

Daredevil gunmen on Friday 12th November, reportedly killed three residents during an attack in Allawa community in Alllawa Ward, Shiroro local government area of Niger state.

The gunmen were also reported to have injured yet to be ascertained number of residents during the Friday afternoon attack.

A source from the community who craved anonymity told MBT that the attackers were heavily armed and invaded the community in a “large number”.

“They were so many and well armed, they started shooting sporadically when they got into the community.

“Three people were killed including the son of the Ward Councillor, many others were injured during the attack.” He said.

Shiroro, an agrarian community situated on 9.9822° N, 6.8093° E in the North Central region of Nigeria has suffered numerous attacks from armed group the Nigerian government and media often refer to as “bandits”.

In October, the Chairman of Shiroro local government, Hon. Suleiman Chukumba told journalists in Minna the state capital that Boko Haram terrorists have taken over 500 communities in eight Wards of the local government.

“As the chairman of Shiroro LGA, I can tell you that Shiroro is not only dealing with the issue of banditry, it has a lot of Boko Haram. I have proof of this as the chairman.

The chairman further said that Boko Haram terrorists had warned that they do not want conventional primary and secondary schools in the area but Islamic schools.

“They have told the people that they do not want primary or secondary school in the communities and that they only want to see Islamic schools.

“They have been trying to incorporate and recruit residents of the communities to become their members, telling them that they will give the recruits arms and assist them in fighting the government,” Chukumba stated.

It will be recalled that Governor Abubakar Bello of Niger state had early this year raised alarm over influx of Boko Haram terrorists into the state. The governor further said that Boko Haram terrorists had hoisted their flag in some communities in Shiroro local government, 243 km away from Abuja the seat of the Central government.

As at the time of filing this report, MBT could not independently verify the number of people injured or houses destroyed during Friday’s attack.

Efforts to speak with the Niger state Police Public Relations Officer, DSP Wasiu Abiodun proved abortive as calls and messages sent to his mobile phone were not immediately returned.

Terrorists Kill village head, eight others in Zamfara

Bandits have slaughtered the village head and killed eight others in Tungar Ruwa in Anka local government area of Zamfara State.

The incident occurred at midnight on Wednesday. PREMIUM TIMES gathered that the attack lasted for several hours.

The police spokesperson in the state, Mohammed Shehu, confirmed the attack but he did not give details.

Anka is one of the local government areas in Zamfara under incessant attacks by bandits. Rural people displaced by the attacks have flooded the headquarters of the local government area and Maru as well as Talata Mafara local government areas.

A source, Anas Mustapha, told this newspaper that the bandits invaded the village on motorbikes and started shooting into the air as they rode towards the village head’s residence.

They then took him out and slaughtered him in the presence of some of his people that were also gathered by the bandits.

“Eight other people were confirmed dead when the bandits left after the attack. But our understanding is that they (bandits) came for the village head. You know when they feel a particular leader in a community is giving them troubles, they do kill him instantly,” Mr Mustapha said.

He said the bandits also stole foodstuff and domestic animals in the village but did not kidnap anyone

This is coming a few days after bandits laid ambush on a road and killed seven mobile police officers on patrol duty in the state.

BREAKING: Alheri’s Lawyers Write Vincent Bodam, Give him Seven Days to Retract Defamation Post

Lawyers to Kaduna based Human Rights Activist and Humanitarian, Alheri Magaji have written to Vincent Bodam over his ‘defamation’ post against the Activist.

In a letter written by Yusuf Dankofa & Co, counsel to Alheri and made available to Middle Belt Times on Friday evening, Alheri demanded for retraction of the said post and also a public apology from Bodam.

The letter demanded a public apology from Bodam within seven days over his Facebook post against Alheri which is deemed defamatory by the RADi co-founder.

“In view of the above, our client herein demands a retraction via the same medium and a letter of apology within the next 7 days from the day of this letter.” The letter reads

It will be recalled that Bodam made a post on the 11th of November 2021 in a Facebook group, called Gurara forum accusing Alheri of engaging in fraudulent activities using her humanitarian outfit, ‘RADi’.

Reintegrating Boko Haram, Other Terrorists Creating a Vicious Circle of Terrorism in Nigeria

Terrorists world over are known to be ideologists with very extreme views mostly towards religion, sectarian or ethnic. Terrorists generally are known to have sets of agendas and oftentimes use lethal force in pursuing same.

Sheikh Osama Bin Laden, the founder of Al-qaeda is believed by many to be the father of modern terrorism. His terroristic activities cut across the Middle East, Africa and even America leaving behind footprints of blood, tears and sorrow.

In Nigeria, terrorism became prevalent with the advent of Boko Haram, an Islamic terror group with headquarters in Borno state, North East region of the country. Even though the group began waging a violent campaign against the Nigerian state following the ‘extrajudicial murder’ of its leader, Sheikh Mohammed Yusuf in July 2009, it’s ideological activities dated back to 2002 when the group was founded by the late Yusuf.

According to the United Nations Development Programme (UNDP), Islamist insurgencies had killed nearly 350,000 people as of the end of 2020 in Nigeria. The report by the UNDP also said that If the conflict continues to 2030, more than 1.1 million people may die. This places Boko Haram as one of the deadliest terror groups in the world.

Since the coming of the Muhammadu Buhari led administration in 2015, the handling of Boko Haram terrorists in detention Facilities across Nigeria took a new controversial dimension with the military launching an operation in 2016, codenamed; Operation Safe Corridor, an initiative for the deradicalisation and rehabilitation of former Boko Haram members. The operation allows Boko Haram terrorists to be reintergrated under the guise of “repentance” or “deradicalization”. The operation has come under severe attack from the public and even some government officials in Borno state including the state governor, Babagana Zulum.

In November 2020, Senator representing Borno South in the National Assembly, Ali Ndume publicly kicked against the rehabilitation of ‘repented’ Boko Haram terrorists. Ndume while speaking on the floor of the senate says;

“I personally disagree with that. The war is not over and some criminals that have been killing people, you say that you are doing Operation Safe Corridor for them.

“I am completely against that idea. They know my position on that, you can’t do that.

“It is when you win the war and some people surrender that you think about something like that,” Ndume said on the floor of the Senate where a Bill which is aimed at creating a national agency that would see to the rehabilitation, de-radicalization, and integration of repentant insurgents in the country was being deliberated

Ndume who is also the Chairman of the Nigerian Senate committee on Army added that the idea of the bill will only make Boko Haram have more recruits since they are sure of rehabilitation and reintegration into society in later time.

“You are just telling people to go and join Boko Haram and then repent and become something (sic) that’s a totally unacceptable idea and a way of solving the problem.” Ndume said.

Borno state Governor, Babagana Zulum has also expressed reservation over the ‘deradicalization’ of former Boko Haram terrorists.

“Another aspect of the war against the insurgency that needs to be urgently reviewed or modified, is the issue of deradicalisation of Boko Haram terrorists, who have been captured or have willingly surrendered themselves to the authorities,” he said.

Governor Zulum also confirmed the fears of many Nigerians that Boko Haram terrorists like other terrorists across the world do not genuinely repent but fake repentance to get away unpunished when arrested by the security when he said;

“It has been confirmed that the concept of deradicalisation or Safe Corridor is not working as expected. Quite often, those who have passed through the Safe Corridor initiative, or have been deradicalised, usually go back and rejoin the terror group after carefully studying the various security arrangements in their host communities, during the reintegration process.

“In addition, the host communities where the reintegration process is going on usually resent the presence of Boko Haram terrorists, even if they have been deradicalised, because of the despicable and atrocious activities they have committed in the past.” Zulum said.

Fake Repentance

Senator Ali Ndume in November 2020 claimed that the recent terrorist attack in Damboa was orchestrated by a repentant Boko Haram member.

According to the lawmaker, the repentant Boko Haram member was feeding the terror group information regarding the movement of the army.

Also, in July 2020, another repentant Boko Haram terrorist was alleged to have returned to his village, killed his father and absconded with his cattle.

Some repentant Boko Haram terrorists rejoin their comrades after faking repentance to the military. According to Governor Babagana Zulum of Borno state;

“Quite often, those who have passed through the Safe Corridor initiative, or have been deradicalised, usually go back and rejoin the terror group after carefully studying the various security arrangements in their host communities, during the reintegration process”

No going back on reintegration

Despite stiff opposition from Governor Babagana Zulum, Senator Ndume and other prominent Nigerians, the Federal government through the military has continued to reintegrate Boko Haram terrorists into the society. In January 2018 for instance, the BBC reported that “Nigeria’s military says it has released 244 “repentant” Boko Haram suspects who have undergone rehabilitation.” The report further said that “The authorities say they have been de-radicalised and can re-enter society, but critics are sceptical about whether they have repented.”

In July 2019, the Nigerian Military handed over 151 repentant Boko Haram terrorists to the Borno state government. The Military claimed that the repentant terrorists were handed over to the government after completion of a 52-weeks de-radicalisation and rehabilitation conducted for them under Operation Safe Corridor.

In 2021 alone, the Nigerian Military have made several announcements concerning the surrender of many Boko Haram terrorists and their families. Reports have it that some of these terrorists have found their ways back into the Nigerian society as free men and women.

A recent report by the United Nations revealed how the Nigerian government has been ‘secretly’ reaching out to Boko Haram commanders in the forest to abandon terrorism in exchange for a comfortable life with monthly stipends from the government. The report mentioned specifically how a Boko Haram commander involved in the Bama massacre of 2014 is now living free on the government’s payroll.

This gesture of the Buhari led government to so called repentant Boko Haram terrorists is going on at a time when thousands of Internally Displaced Persons (IDPs) are living in very poor conditions in various camps across the North East.

Terrorist herdsmen and fake repentance

Away from Boko Haram and the North East, Fulani herdsmen militias, a Nigerian terror group Internationally adjudged the fourth deadliest terrorist group in the world by the Global Terrorism Index 2014 has been wrecking havoc in the North West and North Central parts of Nigeria. The group began a campaign of violence in 2010 a year after Boko Haram launched it’s own.

State Governors in the North West and Central states have experimented different approaches towards ending the herdsmen violence in their states, all to no avail.

In 2016, the Kaduna state governor, Nasiru El-rufai said his government traced and identified killer herdsmen in some African countries, responsible for the killings in Southern Kaduna and offered them monetary compensation to stop the killings. The killings only intensified after the confession, a signal that the terrorists only used the funds received from the governor to acquire more weapons.

In neighbouring Niger state, the Governor, Sani Bello while speaking to some groups of vigilante members in Mariga local government area of the state, said that some bandits after calming repentance, used funds received from the government to buy more arms.

“Any bandit that surrenders his weapons and repents from his heinous way of living would be forgiven, and provided with a means of livelihood which would not necessarily include any cash backing.

“From experience, it has been discovered that the repentant bandits, after collecting cash from the dialogue option, they will purchase more weapons and return to their old ways of banditry.” Governor Bello said

In Katsina, President Bush’s own state, the state governor, Aminu Masari recently said he was wrong to have believed that bandits (terrorists) operating in the state had repented when he granted them amnesty years back.

“The only thing I say is with the benefits of hindsight, I wouldn’t have done it,” said Mr Masari on Channels TV. “Because at that time when we started in 2016, there were leaders. But gradually, all the leaders were eliminated. That was the failure of the first round.

“The second round after the 2019 election didn’t see the light of the day. We tried, but then we realised that, ‘who are you talking to?.

“They are not under the same umbrella. They are not pushing for any religious belief. They are just bandits, criminals, and thieves.” Governor Masari said.

Masari accused the terrorists of betraying him and vowed never to grant amnesty to any of them again.

Katsina state remains one of the epicenters of terrorists activities in the North West with several communities under terrorists siege.

The story is the same in Zamfara state where so called repentant terrorists have returned to the forest after accepting amnesty and sometimes cash gifts from the state government. A typical example is Chalaga Turji, a terrorist commander operating in Zamfara and neighboring Sokoto state. Turji and his fighters in February laid down their weapons as they embraced the state government amnesty which was brokered by controversial Islamic cleric, Sheikh Ahmad Gumi who is renowned for acting as a middleman in arranging for state pardon on behalf of bandits. Turji later reneged and went back to the forest alongside his fighters to continue with their trade.

How Terrorists are treated abroad

In June 2021, African country, Somalia executed 21 Al-Shabab terrorists after they were sentenced by a military court in Galkayo and shot by a firing squad.

State radio said 18 of the men had carried out assassinations and bombings over more than a decade in the country.

The execution may not have ended terrorrism in Somalia but must have sent a very strong message to Al-Shabab and other terrorist groups in the country that the government means business and isn’t joking.

Post 9/11, the George W Bush’s administration established the Guantanamo Bay detention camp, a maximum security detention facility for high profile terrorists. Even though the facility has come under criticisms for it’s alleged human rights violations, one cannot dismiss the fact that the facility has been used to hold terrorists for decades instead of reintegrating them into American society. To the best of my knowledge, America and other Western and even some African countries that have suffered or are suffering terrorism by Islamists do not reintegrate them in any guise instead subject them to trial and possible conviction.

Umar Farouk Abdulmutallab, popularly known as the ‘underwear bomber’, a son of a prominent Nigerian former bank executive was sentenced to 4 life terms plus 50 years by a U.S court over attempt to bomb plane while on board Northwest Airlines Flight 253, en route from Amsterdam to Detroit, Michigan, on Christmas Day, 2009. Abdulmutallab has spent over a decade in jail and most probably will die there considering his sentence.

In Nigeria, terrorists who committed worse crimes than Abdulmutallab have been freed under the guise of repentance and are currently on government’s payrolls. Some have returned back to their old ways, inflicting maximum damages on Nigeria and Nigerians.

If the U.S with all her sophistication do not consider rehabilitation of terrorists an option, one wonders how the Nigerian government intends to rehabilitate terrorists who believe their acts of terrorisms are divine and a service to God almighty.

So far, the policy or initiative of reintegrating Boko Haram and other terrorist groups in the country has proven to be counterproductive and should be discontinued henceforth.

Maximum punishment should be applied on terrorists and their sponsors when identified and arrested while our full military might should also be deployed against active terrorists across the country.
