Nigeria under Buhari remains on religious freedom violators watch list: U.S. Govt

U.S. Commission on International Religious Freedom (USCIRF) on Thursday said that Nigeria under President Muhammadu Buhari remains on its religious freedom violators watch list.

The USCIRF directly responsible for enlisting countries in the United States Special Watch List, in a statement, said it was displeased with the U.S. Department of States for removing Nigeria from its “Country of Particular Concern” (CPC) designation.

“USCIRF is disappointed that the State Department did not adopt our recommendations in designating the countries that are the worst violators of religious freedom,” the statement quoted USCIRF Commissioner Nadine Maenza as saying.

She stressed that the State Department didn’t adopt the commission’s recommendation that rightfully placed Nigeria as one of the worst violators of religious freedom.

“While the State Department took steps forward on some designations, USCIRF is especially displeased with the removal of Nigeria from its CPC designation, where it was rightfully placed last year, as well as the omission of India, Syria, and Vietnam,” she added.

On Wednesday, the Department of State went beyond its purview to remove Nigeria from the list of religious violators without adopting recommendations of USCIRF.

Making the announcement, U.S. Secretary of State, Antony Blinken, said that the United States Government removed Nigeria from its list of religious violators, blacklisting China, Russia, Saudi Arabia and seven other nations as countries of particular concern for engaging in or tolerating systemic, ongoing and egregious violations of religious freedom.

However, USCIRF faulted the report urging the State Department to reconsider its designation based on facts.

In December 2019, the U.S. government enlisted Nigeria on its “Special Watch List of countries that have engaged in or tolerated “severe violations of religious freedom.

The blacklisting came at a time when many criticised the Nigerian government over its incessant violations of court orders and the shrinking civic and media space in the country.

Nigerian Army Promotes Commanding Officer, Bello Who Supervised Killing Of #EndSARS Protesters At Lekki Toll Gate

The Nigerian Army Council has approved the promotion of Lieutenant Colonel S.O. Bello, the commanding officer of the 65 Batallion, which was at the Lekki tollgate on the evening of October 20, 2020, to the rank of a Colonel.

On Monday, a report of the Lagos State Judicial Panel on Police Brutality, including an investigation on the Lekki massacre said protesters were killed at the tollgate in what the panel described as a massacre.

According to the report, at least nine persons were confirmed dead at the Lekki toll plaza when soldiers led by Bello stormed there to disperse #EndSARS protesters on October 20, 2020.
Titled, ‘Report of Lekki Incident Investigation Of 20th October 2020’, a copy of the 309-page report which was leaked said at least 48 protesters were either shot dead, injured with bullet wounds or assaulted by soldiers.

Major Gen. Ahmed Ibrahim Taiwo of the 81 Division Intelligence Brigade had while appearing before the Lagos Judicial Panel in November 2020 revealed that Bello was the commander on the ground, who gave the order for the soldiers to release bullets at the toll gate.

He had said, “Bello had arrived the scene first before Omata, as the whole 81 Division Garrison had been given the mandate to secure the whole Eti-Osa corridor. Omata had left Obalende to meet up with Bello and patrol the whole area.

“When I called Bello, he said that while they were being deployed, they were attacked by hoodlums and they released some shots into the air. I also asked him if anybody had died as it is being reported over the Internet and he replied ‘negative’ that nobody had died that he had only seen two people who had fainted and were revived.

“I had called three times and after speaking with Bello, I spoke to General Omata using Bello’s phone. It was one of those instances that when I called Bello he said Omata was with him. I spoke with Omata and asked if deaths were recorded and he told me no. I called him twice and he said no, that the place had been cleared.”

Bello however refused to appear before the panel when summoned to defend all the allegations levelled against him.

When the matter was called, Jonathan Ogunsanya, one of the registrars attached to the panel, said the Kogi State-born military officer refused to receive the summons issued to him.

Military sources on Thursday said Bello, despite leading the team that unleashed mayhem on defenceless protesters, has been promoted to the rank of a Colonel.

Lt Col. S. O. Bello with full name, Salisu Ovada Bello, and Service Number–N/11249, was promoted on November 13, 2021, SaharaReporters learnt. 

“Lt Col S.O. Bello has just been promoted to the rank of a Colonel. He is the commanding officer who led the Lekki massacre,” one of the sources, a colonel told SaharaReporters.

SaharaReporters learnt that the Army Council on October 28 met to approve the promotion of officers. 

It was learnt that the promotion would favour some Majors, Lieutenant Colonels and Colonels with new ranks. 

Calls put across by SaharaReporters to the Director, Army Public Relations, Onyema Nwachukwu were not answered nor returned. He had also not replied to a text message sent to his line, at the time of this report.

Kidnapping Spree in Niger as Terrorists Kidnap 68, Kill One

Terrorists on Tuesday, 16th November abducted Sixty-Eight (68) residents of Zazzaga community in Munya local government area of Niger state, North Central Nigeria.

This attack is coming barely 48 hours after terrorists abducted four businessmen in Tegina town in Rafi local government area of the state.

According to a Source in Sarkin Pawa who spoke on phone to this Reporter, the terrorists went from house to house to shoot people, adding that four people are currently receiving treatment having sustained gunshot injuries.

The Source stated that a lot of people also sustained injuries while trying to escape from being abducted by the terrorists.

The Secretary of Munya local government Council, Mr. James Isaac Jagaban confirmed the attack saying that one person was killed in the attack adding that four others are currently on admission due to gunshot wounds.

He said that 68 people were abducted and that the terrorists are yet to make any contact with the families of the abductees.

A Community Leader, who gave his name as Isah Munya lamented that their lives are not safe any longer, asking the federal and state government to expedite action in bringing an end to the terrorists’ activities in the area.

“We want to know what the federal government is doing about this.

It is getting out of hand, every day, we have attacks. Is the federal government ready to declare these people terrorists because they are terrorising our communities and killing our people? Something needs to be done about it.” He said.

Niger state has witnessed numerous attacks by terror groups, some suspected to have ties with Boko Haram terrorists.

Governor of the state, Abubaka Sani Bello told journalists in April 2021 that Boko Haram terrorists have hoisted their flags in Kaure in Shiroro local government area of the state.

“I am confirming that there are Boko Haram elements here in Niger state, here in Kaure, I am confirming that they have hoisted their flags here.

“Their wives (of the villagers) have been seized from them and forcefully attached to Boko Haram members. I just heard that they have placed their flags at Kaure, meaning they have taken over the territory.” Governor Bello said.

Armed Cameroonian Separatists Have Attacked Taraba Community, Village Burnt, Many Missing— Nigerian Lawmaker

Senator representing Taraba South, Emmanuel Bwacha, has raised the alarm that Nigeria’s territorial sovereignty is under threat following the invasion of Manga community in the Takum Local Government Area of Taraba by Ambazonia separatists from Southern Cameroon. 

Coming under a point of order, the lawmaker during commencement of plenary bemoaned the killing of the village head of Manga community and some residents. 

He said the invasion of the community by the separatists from neighbouring Cameroon led to the sacking of residents of Manga Village. 

According to the lawmaker, Manga is 20 kilometres away from Kashimbilla Dam.

He, therefore, called on the military to immediately swing into action to prevent the eventual occupation of Manga by the separatists. 

He said, “I rise to draw the attention of our countrymen and particularly our security agencies to this unfortunate incident which undermines our integrity and sovereignty as a nation. 

“Takum Local Government Area houses the 23 Battalion of the Nigerian Army, and so it is my humble submission that the Nigerian Army should rise to the challenge and curb this wanton territorial expansion.

“Their (separatists) motive is yet unknown, whether they want to expand territory or lay claim for Southwest Cameroon is not yet clear. 

“As I speak, a number of individuals have gone missing and their whereabouts are yet unknown. The village also is razed down.”

The Senate, thereafter, held a minute silence in honour of those killed by Ambazonia separatists from Southern Cameroon in Manga community.

1,773 killed by armed herdsmen in Benue, LG chiefs, tribal leaders cry out

Chairmen of 14 Local Government Areas in Benue State that have been ravaged by herdsmen attacks alongside leaders of the three main tribes in the state, under the aegis of Mzough U Tiv, Ochetoha K’Idoma and Onmi’Nyi Igede have raised the alarm over the ceaseless activities of armed herdsmen across the state, saying over 1,773 have been killed in the state by the marauders between 2018 and 2021.

The leaders at a joint press briefing, yesterday, in Makurdi called for the deployment of personnel of the Special Forces to the border communities of the state to check the marauders’ unhindered access into the state, especially as the dry season sets in.

Chairman of Ukum LGA, Mr. Steve Ayua, who addressed newsmen, said: “The attacks have led to the destruction of properties worth billions of Naira in over 200 wards and communities in the state.

“The herders come under the guise of cattle grazing and turn our farms into killing fields. 21 out of the 23 LGAs of Benue State have suffered one form of herders’ attacks or the other.

“It is on record that open grazing has led to the invasion of farming communities by Fulani herdsmen leading to massive killings and maiming of people, including children, raping of women, destruction of properties, loss of livelihoods and displacement of persons.”

“Between January 11, 2018, and now, armed herdsmen have killed 1,773 people, those traced and accounted for in Benue State. The killers no longer come with cows. They carry AK47.

“The negative impact of open grazing which often results in attacks has adversely affected the local economy as farmers are prevented from accessing their farms and local markets are also deserted for fear of imminent invasion by the killers.

“The continued rise in the attacks by Fulani herdsmen has also led to mass displacement of persons leading to desertion of farm lands. Over 1.5 million people have been displaced in the state. Some of the displaced persons are currently living in Internally Displaced Persons, IDPs, camps and others are living in host communities or with their relatives in townships.

“Farmers who have attempted to go back to farm their land are either killed or maimed by herdsmen. This sad development is leading to food insecurity and poverty in the state.

“The latest of the callous and inhuman atrocities came in the morning of November 13, 2021, when some gunmen invaded a community in Mbayatyo, Mbater council ward of Logo LGA killing scores of mourners at a wake for one of their departed relatives.

“What could be worse than the killing of bereaved people mourning the death of a loved one? While we condemn the act in strong terms, we call on the security formations, who have been making efforts to curtail the heightened insecurity in the Sankera axis and other parts of Benue State to arrest perpetrators of the heinous crime and bring them to justice.”

Nigerian Troops Eliminate over 50 ISWAP Terrorists on Ferocious Offensive

Troops of Joint Task Force, North East(NE) Operation HADIN KAI(OPHK) have neutralized over 50 Islamic State West Africa Province (ISWAP) terrorists and destroyed several of their combat equipment in a fierce counter offensive in Askira Uba Local Government Area of Borno State.

In the counter offensive, troops eliminated top commanders of ISWAP as well as foot soldiers. The gallant troops also unleashed massive destruction on the terrorists’ Mine-Resistant Ambush Protected (MRAP) vehicle and several Gun Trucks.

It would be recalled, that 115 Task Force Battalion had an encounter with ISWAP terrorists in Askira Uba on 13 November 2021, during which the troops aggressively defended their location and followed up with a ferocious counter attack. Unfortunately, the Commander 28 Task Force Brigade along side three of his soldiers paid the supreme price, as they reinforced troops to defend the location.

While the battle raged, the gallant troops of 25 Task Force Brigade, supported by Air Component of OPHK engaged the terrorists in a hot pursuit. Troops made contact with the fleeing terrorists at Leho village within Askira Uba LGA and in the encounter that ensued, troops eliminated scores of terrorists and destroyed their combat equipment.

The equipment destroyed by troops include, an MRAP vehicle and 11 Gun Trucks. The troops also recovered large cache of arms and ammunition viz., Five Gun Trucks, two Anti Aircraft Guns, five AK 47 rifles, one HK Machine Gun and one HK Machine Gun links.

Relatedly, troops of 115 Task Force Battalion conducted a dawn exploitation towards Leho village and environs, where they discovered 3 corpses of the fleeing terrorists and also recovered 2,560 rounds of 7.62mm Special and 29 rounds of 7.62mm NATO ammunition abandoned by the terrorists.

In a separate operation, troops have also recovered one AK 47 rifle and uncovered an Improvised Explosive Device (IED) during a patrol in Karawa village and Baga Fish Dam area respectively. The IED has been safely detonated by a team of the Explosive Ordnance Disposal unit.

Meanwhile, the Chief of Army Staff (COAS), Lieutenant General Faruk Yahaya has led a team of top brass of the Nigerian Army to pay a condolence visit to the family of the late Commander 28 Task Force Brigade, Brig Gen Dzarma Zirkusu on Sunday 14 November 2021, where he commiserated with families of the fallen heroes. He has also urged the good people of the NE to continue to support the ongoing counter insurgency operations, while reaffirming troops’ renewed operational readiness to aggressively confront the criminal elements.

Lady, 5 others bag 141 years imprisonment for drug trafficking in Edo, Ogun

A 25-year-old lady, Chioma Okocha and five men: Ndubuisi John, Haruna Aliyu, Saddam Abdullahi, Bashir Usman, and Usman Ibrahim have been sentenced to a total of 141 years imprisonment for trafficking in Cocaine and Cannabis Sativa by Federal High Courts sitting in Benin, Edo and Abeokuta, Ogun state respectively.


Chioma Okocha was convicted and sentenced to 15 years in jail by Justice AC Obiozor of the Federal High Court, Benin for trafficking 200grams of crack cocaine following her arrest in the Edo state capital on 24th September, 2021 by operatives of the National Drug Law Enforcement Agency, NDLEA and her subsequent arraignment in suit no. FHC/B/136c/2021. The convict pleaded guilty to a one-count charge when her case came up in court on Monday 15th November.

The judge however granted her the option of paying N2million fine or spend 15 years in jail effective from 24th September when she was arrested while trying to deliver 200grams of Crack Cocaine to a customer at an eatery in Benin city.


The five men: Ndubuisi John; Haruna Aliyu; Saddam Abdullahi; Bashir Usman, and Usman Ibrahim were also convicted and sentenced to 126 years imprisonment by a Federal High Court in Abeokuta presided over by Justice Ogunremi Omowunmi Oguntoyinbo in suit no. FHC/AB/105c/2021.


The convicts were arrested on 14th of September 2021 along Lagos -Ibadan expressway conveying 46 bags of Cannabis Sativa weighing 552 kilograms in a truck and subsequently charged on three counts of transportation, possession and dealing in the illicit drug.


In her judgment delivered on 9th November, Justice Oguntoyinbo sentenced the 1st, 2nd and 3rd accused persons to 30 years imprisonment each while the driver of the truck bagged 21 years and the motor boy/driver’s assistant 15 years in jail.


While Ndubuisi, Haruna and Saddam were sentenced to 10 years on each count charge, Bashir got seven years on each count charge and Usman 5 years on each count charge. The jail terms are to run concurrently.

Lekki Tollgate incident was a massacre — Lagos #ENDSARS Panel

The just concluded Lagos #EndSARS Panel of Inquiry has described the October 20, 2020 incident at the Lekki toll gate as a massacre.

The panel of inquiry also stated that contrary to Governor Sanwo-Olu’s claim that he didn’t invite soldiers to the toll gate, the governor actually invited the Nigerian soldiers who carried out a massacre against unarmed and peaceful protesters during the October 20th, 2020 EndSARS protest at the Lekki Tollgate in Lagos.

“The panel found that there was an invitation of the Nigerian Army to Lagos State made by the Lagos State government through the governor,” the just-released panel’s report stated unequivocally,

“before the hierarchy of the Nigerian Army deployed its soldiers to the Lekki Toll Gate on the night of October 20.”

Mr Sanwo-Olu had claimed that he knew nothing about how Nigerian soldiers were mobilised to the tollgate. He had repeatedly deflected any blame of what happened at the Lekki tollgate to the Nigerian Army, playing the victim that he had no control over the military force that invaded the tollgate and killed the protesters without any provocations.

The report submitted to the Lagos government on November 15, over one year after the #EndSARS protesters were massacred, pointed out that the soldiers and police shot, injured and killed protesters holding national flags and singing the national anthem at the Lekki tollgate.

Information minister Lai Mohammed had also denied any protesters’ killing on the night of October 20, 2020, accusing the peaceful demonstrators of orchestrating anarchy.

#EndSARS, a nationwide protest against police brutality championed by young Nigerians, ended on a sad note as Nigerian soldiers shot and killed protesters waving the national flag and singing the national anthem.

Gunmen Kill Benue Monarch’s Son, Kidnap Daughter From Palace

Some gunmen attacked Ikpomolokpo palace in Gege ward of Ado Local Government Area in Benue State early on Monday, 15th November, killing the son of the monarch.

The assailants abducted the daughter of the traditional ruler.

It was learnt that villagers heard several gunshots coming from the residence of the palace.

Chairman of the local government area, Chief James Oche, who confirmed the incident to journalists in Makurdi, said, “Some gunmen at about 2am today (Monday) entered into the residence of the clan head of Ipomoloko through the fence and asked for the wife of the clan head from the son whose name is Thompson.

“The young man told them that he did not know the whereabouts of his mother and they shot him dead and they now took the sister away.”

The council chairman said though he alerted troops of Operation Whirl Stroke (OPWS), the gunmen had gone into Atiga forest before they arrived, Daily Trust reports. 

He, however, added that the troops had launched a manhunt for the gunmen.

Again, NCC Alerts of Hacking Group Targeting Telcos, ISPs

In keeping with its commitment to continuously keep stakeholders in the country’s telecoms sector informed, educated and protected, the Nigerian Communications Commission (NCC) wishes to, once again, notify the public of the existence of another hacking group orchestrating cyberespionage in the African telecoms space.

An Iranian hacking group known as Lyceum (also known as Hexane, Siamesekitten, or Spirlin) has been reported to be targeting telecoms, Internet Service Providers (ISPs) and Ministries of Foreign Affairs (MFA) in Africa with upgraded malware in a recent politically motivated attacks oriented in cyberespionage.

Information about this cyber-attack is contained in the latest advisory issued by the Nigerian Computer Emergency Response Team (ngCERT). The ngCERT rated the probability and damage level of the new malware as high.

According to the advisory, the hacking group is known to be focused on infiltrating the networks of telecoms companies and ISPs. Between July and October, 2021, Lyceum was implicated in attacks against ISPs and telecoms organisations in Israel, Morocco, Tunisia, and Saudi Arabia.

The advanced persistent threat (APT) group has been linked to campaigns that hit Middle Eastern oil and gas companies in the past. Now, the group appears to have expanded its focus to the technology sector. In addition, the APT is responsible for a campaign against an unnamed African government’s Ministry of Foreign Affairs.

By the attackers’ mode of operation, Lyceum’s initial onslaught vectors include credential stuffing and brute-force attacks. So, once a victim’s system is compromised, the attackers conduct surveillance on specific targets. In that mode, Lyceum will attempt to deploy two different kinds of malware: Shark and Milan (known together as James).

Both malware are backdoors. Shark, a 32-bit executable written in C# and .NET, generates a configuration file for domain name system (DNS) tunneling or Hypertext Transfer Protocol (HTTP) C2 communications; whereas Milan – a 32-bit Remote Access Trojan (RAT) retrieves data.

Both are able to communicate with the group’s command-and-control (C2) servers. The APT maintains a C2 server network that connects to the group’s backdoors, consisting of over 20 domains, including six that were previously not associated with the threat actors.

According to reports, individual accounts at companies of interest are usually targeted, and then once these accounts are breached, they are used as a springboard to launch spear-phishing attacks against high-profile executives in an organization. The report suggests that not only do these attackers seek out data on subscribers and connected third-party companies, but once compromised, threat actors or their sponsors can also use these industries to surveil individuals of interest.

However, to guard against this kind of threats, the NCC wishes to re-echo ngCERT reports that multiple layers of security in addition to constant network monitoring is required by telecom companies and ISPs alike to stave off potential attacks.

Specifically, telecom consumers and the general public are advised to:

  1. Ensure the consistent use of firewalls (software, hardware and cloud firewalls).
  2. Enable a Web Application Firewall to help detect and prevent attacks coming from web applications by inspecting HTTP traffic.
  3. Install Up-to-date antivirus programmes to help detect and prevent a wide range of malware, trojans, and viruses, which APT hackers will use to exploit your system.
  4. Implement the use of Intrusion Prevention Systems that monitors your network.
  5. Create a secure sandboxing environment that allows you to open and run untrusted programs or codes without risking harm to your operating system.
  6. Ensure the use of virtual private network (VPN) to prevent an easy opportunity for APT hackers to gain initial access to your company’s network.
  7. Enable spam and malware protection for your email applications, and educate your employees on how to identify potentially malicious emails.
